10/23/2025 Update: The City Council approved the request with added conditions of approval to the hours of operation, number of guests allowed on site, and screening around the proposed parking lot.
Margaret & John Fernandez request approval of an Interim Use Permit, Site Plan, and Zoning Ordinance Amendment to allow the operation of an agribusiness at 23020 County Road 30.
Site Plan
The site currently consists of 1 residential structure, and 5 accessory structures. The applicants propose constructing an additional 1,440 square-foot structure, which would house the wine tasting room and processing area. Additionally, the proposed site plan includes a 44-stall parking lot.
Interim Use Permit
Agribusinesses are allowed as an interim use in the Rural Residential (RR) Zoning District. All interim uses must receive an Interim Use Permit from the Corcoran City Council prior to operation. There is a number of criteria that must be met before the City Council can approve an Interim Use Permit. These criteria are intended to reduce any potential impact onto the surrounding area. If the proposal does not meet this criteria, additional conditions may be added to meet these standards.
Zoning Ordinance Amendment
The proposed site plan would result in a cumulative accessory structure footprint of 4,706 square feet. The maximum allowed accessory structure footprint for a property of this size is 3,313 square feet. The applicants request an amendment to the Zoning Ordinance, which would provide agribusinesses flexibility from the maximum accessory structure footprint for their property.
